Upgrade the JFK rotary

This rotary is a nightmare and dangerous during rushhour. With the new development happening nearby, it will only get worse. I am not sure if the solution is a traffic light, but something needs to be done to mitigate the chaos of this rotary.

Why it matters:
People do not follow the rules of the rotary due to the volume of traffic, which creates dangerous and frustrating driving conditions.
